BMW key copying

The previous owner had lost all but one key. Ordering a spare from BMW would cost close to $300 for a full functioning key with wireless entry. I opted for the DIY route:

$60 BMW AK90+ key programmer tool
$10 blank key with electronics
$30 to the local locksmith to cut the blank to match the original

Hi! Excuse me, where can I find this key programmer tool? And where have you cut the blank for $30? I saw that the car key making costs here http://locksmith-in-philadelphia.com/ $90, is it the same as cutting or not?
